ENQA | European Association for Quality Assurance in Higher Education

ENQA is a key European umbrella organisation representing quality assurance agencies in higher education across the European Higher Education Area (EHEA). Established in 2000 within the framework of the Bologna Process, ENQA plays a central role in promoting cooperation, transparency, and trust in higher education systems by supporting the development and implementation of quality assurance standards and practices.

EARLALL is a Brussels-based network of regional and local authorities working to strengthen cooperation and shape European lifelong learning policy. Founded in 2001, it promotes regions as key actors in education and training, supporting collaboration, knowledge exchange, and EU projects. Its work focuses on inclusive, innovative learning systems that address skills, labour market changes, and social inclusion.

ATEE | The Association for Teacher Education in Europe

ATEE is a non-profit European organisation dedicated to enhancing the quality of teacher education across Europe. It brings together researchers, practitioners, and institutions involved in both initial and in-service teacher education, fostering collaboration, knowledge exchange, and professional development at all levels. ATEE promotes dialogue and innovation in education, contributing to policy development and educational practice across Europe and beyond.

OBESSU is a pan-European umbrella organisation of national school student unions. Founded in 1975, it unites independent, democratic groups from 20+ countries to cooperate, share ideas, and advocate in secondary and vocational Education. Its mission is to amplify students’ voices, promote equal access to quality education, strengthen democratic participation, and foster youth solidarity.

ESU is the umbrella organisation representing national unions of students across Europe. It works to promote students’ educational, social, economic, and cultural interests at the European level, advocating for inclusive, high-quality higher education systems and meaningful student participation in decision-making processes. The European Students’ Union plays a key role in shaping European higher education policies, contributing actively to initiatives such as the Bologna Process and fostering dialogue between students, institutions, and policymakers.

Volonteurope is a European non-profit network promoting social justice through active citizenship, volunteering, and social action. Founded in 1981, it unites 50+ organisations across 30+ countries to build inclusive and resilient communities. The network supports civic engagement, fosters civil society cooperation, and contributes to European policy through projects, research, advocacy, and collaboration with EU and international institutions.

eucen has started this collaboration to strengthen links between higher education, lifelong learning, and civil society. eucen and Volonteurope have mutual membership.

The UNESCO Institute for Lifelong Learning (UIL) is located in Hamburg, Germany, and is one of UNESCO’s eight education Institutes. UIL supports Member States in the field of lifelong learning with a focus on learning ecosystems, skills for life and work, and inclusive learning. It pays special attention to UNESCO’s Global Priorities Africa and Gender Equality. It has one of the largest libraries in the world within its specialized field and hosts the world’s longest-running journal of comparative education and lifelong learning.

The ASEM LLL Hub, established in 2005, is an official network of Asian and European higher education institutions, working and learning together to achieve excellence in comparative research on lifelong learning, to offer research-based education policy recommendation, and to develop mutual understanding between Asia and Europe. It also facilitates researcher and student mobility and exchange within and between the two world regions.
